I'm in America district 59 of Kamadan, and it's been an hour since the hats should have started being given out.
So is the event happening in due time, or has another bug been created where only the lower districts are going to get hats?

I was in LA dis 2 (after mass 007) got hat, then kicked it to spamadan dis 31 and got hat. if it didn't happen yet I'd say...bug or missed.

Regina has already mentioned the event will be re run at a later date. You still have time today though. You should have plenty of chances to get them.

Exactly. If the district was created after Dwayna/Grenth were supposed to arrive, then they won't show up (they couldn't midstream like that anyways). This is how every event works.

Most likely the district was created when all the rush of the lower districts ran to the higher ones to "catch" the other side it just got created in the mess.. ):
